The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is considering a sovereign loan to the Republic of Tajikistan (the “Borrower”) to co-finance reconstruction of a 49 km Dangara-Guliston road section (the “Project”) of the 1000-km Dushanbe-Khorog-Kulma regional East-West corridor improving Tajikistan’s regional connectivity and transit potential. Asian Development Bank (“ADB”) will co-finance the Project with an investment grant of USD 90 million and the Government of Tajikistan (“GoT”) will contribute USD 20 million. The total Project cost is c.a. USD 150 million. ADB is a Lead Financier of the Project.

The Project will support the GoT’s efforts to improve Tajikistan’s regional East-West transit potential, whereas the Dushanbe-Khorog-Kulma corridor is a key part of the Central Asia Regional Economic Cooperation (“CAREC”) road corridors 3, 5 & 6. The Project will accomplish the (i) upgrade of the road section from Category III to Category I and its expansion from two to four lanes, and (ii) construction of two electric vehicles (“EVs”) charging stations in the Project area.

The Project Implementation Unit for Roads Rehabilitation (“PIURR”) under the GoT will be the project implementing agency. PIURR was established in 2010 and has extensive experience in managing road sector projects financed by International Financial Institutions (“IFIs”) and international bilateral donors. PIURR is located in the premises of the Ministry of Transport and will be responsible for the preparation and delivery of the project design approvals, contracting, implementation, and reporting.
