The Government of Tajikistan intends to apply for financing in the amount of US$75,500,000 equivalent from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Obigarm - Nurobod Road Project - Long Bridge and Approach Roads, and it intends to apply part of the proceeds to payments for goods, works, nonconsulting services and consulting services to be procured under this project. This project will be jointly financed by the Government of Tajikistan. 2. The project will include the following components: • Component 1: Construction of the Long Bridge and Its Approaches. This is the major component of the Project which includes the following sub-components: o Sub-component 1a: Design, Build and Maintain Civil works under FIDIC Conditions of Contract for Plant and Design Build (Yellow Book 2017, 2nd Edition) for construction of a permanent long bridge and its road approaches. o Sub-component 1b: Construction supervision consultancy for the works contract. This sub-component will finance the role of Engineer according to the FIDIC Yellow Book 2017 (2nd Edition), to supervise and administer the civil works contract, as well as monitor the contractor’s compliance with environmental, social, health and safety requirements. • Component 2: Project Implementation Capacity Strengthening. This component aims to enhance the capacity of the PIURR by furnishing it with necessary resources to timely deliver this complex Project in a quality manner. Under this component, the following activities are proposed to be included: o Sub-component 2a: Project implementation support, which will be achieved through hiring experienced individual consultants with expertise in procurement & contract management, bridge engineering, project management, financial management, and E&S (including external E&S audit if needed). o Sub-component 2b: Goods for operational expenses related to project implementation. • Component 3: Economic Empowerment for Women. This component will (i) conduct a scoping study and skills needs assessment to identify potential business and livelihood opportunities for women living in the project-affected area; (ii) develop a women’s entrepreneurship program, based on the skills needs assessment, and included possible list of participants and selection criteria; (iii) work together with Asian Development Bank (ADB) and with the National Committee of Women and Family Affairs, and local authorities on allocation of grants to support women entrepreneurs. 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Procurement Instructions for Recipients (PIR), and is open to all eligible firms and individuals as defined in the PIR. The Republic of Tajikistan has applied for financing from the Asian Development Bank (ADB) toward the cost of the Road Network Sustainable Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Ministry of Transport of the Republic of Tajikistan (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Bokhtar – Okmazor Road Rehabilitation (“the Works”). The Works comprise the removal of bituminous pavement layers, partial removal of the granular pavement material from the existing road, execution of earthworks necessary for road widening and rehabilitation of the existing carriageway, construction of side drains, replacement bridges, as well as the construction of new and replacement/extension of existing culverts, construction of retaining walls, road sub-grade, granular sub-base and base course layers, placing asphalt concrete, and provision of road furniture. The Bokhtar – Okmazor Road Rehabilitation covers two lots: Lot 1: Bokhtar – Levakant, km 0 to km 9.72 Lot 2: Levakant – Okmazor, km 9.72 to km 40.0 Bidders may bid for one or two contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid. 3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications expressed in quantitative terms and defined in the Bidding Document may participate in this bidding. Key Qualification Requirements Average Annual Construction Turnover within the last three (3) years USD 29 million for Lot 1 and USD 29 million for Lot 2 For a bidder to be awarded both lots must have an average annual construction turnover of USD 58 million. Historical Financial Performance The Bidder should demonstrate, through the submission of its financial statements over the last three years, the current soundness of the Bidder’s financial position. Lot 1: for the last three (3) years, Lot 2: for the last three (3) years. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. Financial resources - Bidder bidding as a single entity - Bidder bidding as Joint Venture USD 3.6 million for Lot 1 and USD 3.6 million for Lot 2. For a bidder to be awarded both lots must have financial resources of USD 7.2 million.
