The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Project of the Strengthening Critical Infrastructure against Natural Hazards. The Ministry of Transport now intends to hire the following specialists:


Qualification Requirements

Bridge Engineer

  • A Bachelor's or higher degree in civil engineering from an accredited university
  • 10 or more years’ experience in bridge engineering design and construction supervision of roads: bridges‚ tunnels‚ roads‚ utilities, etc.
  • experience in performing similar assignments for projects financed by International Donor Organizations will be an advantage
  • knowledge of the Tajik and Russian languages and skilled in technical report writing, as well as in computer skills (MS office)
  • Fluency in English language will be an advantage
  • familiarity with specialized software for road and bridge design (e.g. Topomatic Robur, AutoCad);
  • good knowledge of local regulations (Technical Regulations‚ GOSTs‚ SNiPs‚ etc.) and conditions and experience in interacting with various levels of authorities and communities
  • Knowledge of contract management programs and practices is advisable.
  • Good knowledge of Government rules and legal requirements in Tajikistan, related to road works and construction;
  • Honesty and integrity, high sense of responsibility and excellent communication skills and team spirit
  • The desire to improve competency and develop.

Consultant on Social Issues and Safeguards

  • Education in sociology or related field;
  • At least 5 years of experience in programs and projects involving social development activities ( resettlement, community outreach, public awareness campaigns, collaboration with local jamoarts and NGO’s) . The experience in programs on response tonatural disasters will be an additional advantage;
  • Knowledge of the World Bank safeguards requirements and safeguards training experience as well as prior experience of working with the Bank project are preferred
  • Good computer skills (MS Word, MS Excel) and reports writing skills;
  • Fluency in written and spoken Tajik and Russian languages., knowledge of English is an advantage though not a requirement.
  • Good communication skills and ability to travel regularly to project sites including those in remote areas of GBAO are required

Consultant on Environmental Safeguards

  • Higher education in environment, health and safety, engineering or a related field.
  • A minimum of 5 years’ experience and a track record of undertaking environmental supervision in development projects. 
  • A good understanding of Tajikistan national legislation and donor policies on environment
  • Excellent communication and facilitation skills. 
  • Thorough knowledge and understanding of Tajik environmental administrative framework and policies.
  • Good computer skills, including word applications
  • Ability to write reports, and synthesize information from different sources
  • Fluency in Tajik and Russian. English is a plus but not a requirement.
  • Ability to prepare and deliver coherent presentations to a range of different audiences.
  • Self-motivated, dynamic and able to relate easily to project-affected people. .
  • Familiarity with the road sector project would be a plus.


  • Higher education in humanitarian sciences (management, business administration, foreign languages, etc.).
  • Excellent spoken and written skills in Tajik, English and Russian languages.
  • General work experience as translator and interpreter no less than 5 years;
  • Work experience as a translator/interpreter in international organizations and/or organizations financed by international donors no less than 3 years;
  • Professional skills in making specific translations concerning road construction area are preferable;
  • Unregulated working day (as required)
  • Energetic, patient able to overcome difficulties, creative and analytical thinking
  • Excellent PC skills.

Attention of interested consultants should be drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and hiring consultants for IBRD loans and IDA loans, grants of the World Bank borrowers (January 2011) ("Consultants' Guidelines") setting out the World Bank's policy of conflict of interests.

A consultant will be selected in accordance with the methods of selection of individual consultants set out in the Consultants' Guidelines. ("Guidelines for World Bank Consultants" current edition)
