The Government of the Republic of Tajikistan has received financing from the World Bank towards the cost of the Second Phase of the Central Asia Road Links Program – Sugd oblast (CARs-2).
The Ministry of Transport of the Republic of Tajikistan intends to recruit individual consultants to support the Project Implementation Group of the Ministry of Transport in implementation of the Bank–financed CARs-2 Project.
The Ministry of Transport intends to recruit following individual consultant:
(1) a Project Engineer, Consultant (CARs/CS-IC-04).
The Ministry of Transport of the Republic of Tajikistan now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the consultants’ services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlist criteria are:

1. Project Engineer, Consultant (CARs/CS-IC-04):
(i) University diploma in civil engineering.
(ii) Minimum 5 years of experience in the field works, especially in the road and bridge construction. Working experience in the projects financed by international donors is preferred.
(iii) Good knowledge of AutoCAD program (or equivalent) and Microsoft.
(iv) Good computer literacy and functional ability in processing word and excel documents.
(v) Sound and good knowledge of Government rules and legal requirements in Tajikistan, related to road works and construction.
(vi) Good knowledge of Tajik and Russian languages.
(vii) Good knowledge of English language is preferable.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected an accordance with the selection of Individual Consultants (IC) methods set out in the Consultant Guidelines.
