- The Government of Republic of Tajikistan has received a grant from the Asian Development Bank (ADB) toward the cost of Central Asia Regional Economic Cooperation Corridor 3 and 5 Enhancement Project (the Project). Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
- The Ministry of Transport (MOT), Republic of Tajikistan (the Employer) invites sealed bids from eligible bidders to bid under one package for a plant (design, supply, and installation) contract with one year operation and maintenance (O&M) for the following three sub-projects:
- Subproject A: Solar powered street lights - This subproject will include 670 stand-alone solar powered street lights along two roads, 400 sets for the road of Sayron – Karamyk and 270 sets for the road of Vose – Khovaling.
- Subproject B: Centralized PV Power Plant - This subproject will include a 45kWp PV power plant located at Kaftarguzor Village.
- Subproject C: Solar home systems - This subproject will include 58 solar home systems for two villages, 40 sets for the village of Momayi and 18 sets for Bughdoyak village.
- International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document (Section 5).
- Interested bidders must demonstrate their ability to undertake the above mentioned works and meet the criteria as set out in the bidding documents and include:
- Minimum average annual turnover in an amount equal to USD 5 million calculated as total certified payments received for contracts in progress or completed, within the last 3 years.
- The Bidder must demonstrate that it has the financial resources to meet (i) its current contract commitments, as defined in FIN–4 (Total Financial Requirements for Current Contract Commitments), PLUS (ii) the requirements for the Subject Contract of USD 750,000 (Seven Hundred Fifty Thousand US Dollars).
- Participation in at least one contract that has been successfully or substantially completed within the last (10) years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds USD 2.0 million. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements).

- together with a Bid Security in the amount as described in the Bidding Document. For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the exchange rates published by National Bank of Tajikistan prevailing on the date 28 days prior to the deadline for bid submission shall be applied.
Bids will be opened at the address indicated in the bidding document immediately after the deadline of bid submission in the presence of bidders’ representatives who choose to attend.
