1. The Republic of Tajikistan has received financing from the Asian Development Bank (ADB) toward the cost of Central Asia Regional Economic Cooperation Corridors 3 and 5 Enhancement Project (the Project). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Ministry of Transport of the Republic of Tajikistan (the Employer) invites sealed bids from eligible Bidders for the Repairing of Rural Roads in Vose district (the Works). The works comprise the rehabilitation of 16 km’s of rural roads. The works include: earthworks, rehabilitation of road, pavement works, construction of metal pipe culverts and stone masonry works.

3. National competitive bidding (NCB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document (Section 5).

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Participation in at least one contract that has been successfully or substantially completed within the last 5 (five) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds US$ 720,000.00 (seven hundred and twenty thousand U. S. Dollars). The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements).
  • Minimum average annual construction turnover of US$ 1,800,000.00 (one million eight hundred thousand U. S. Dollars) calculated as total certified payments received for contracts  in progress or completed, within the last 3 (three) years.
  • The Bidder must demonstrate that it has the financial resources to meet its current contract commitments, as defined in FIN-4 (Total Financial Requirements for Current Contract Commitments), plus the requirements for the Subject Contract of USD 337,500.00 (three hundred thirty-seven thousand and five hundred U.S. Dollars). 
  • The Bidder must demonstrate that it has the following key equipment to execute the works: Bulldozer (1 unit), Excavator (1 unit), Grader (1 unit), Dump Truck (4 units), Pneumatic Roller (1 unit), Vibrating Roller (1 unit), Front Loader (1 unit), Asphalt Paver (1 unit), Bituminous Surface Treatment Spreader (1 unit).
  • The Bidder must demonstrate that it has personnel to meet the following requirements: Project Manager/Resident Engineer- Overall works experience more than 15 years and experience in similar works more than 5 years, Foreman for earth and drainage works, Foreman for concrete and culvert works, Foreman for pavement works and Topographic Surveyor- Overall works experience more than 10 years and experience in similar works more than 5 years.

  • on or before the deadline: 15 November 2016, up to 10:00 am (local time)
  • together with a Bid Security in the amount as described in the Bidding Document. For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the exchange rates published by National Bank of Tajikistan prevailing on the date 28 days prior to the deadline for bid submission shall be applied.

Bids will be opened at the address indicated in the bidding document immediately after the deadline of bid submission in the presence of bidders’ representatives who choose to attend.
