PROJECT: Second Phase of the Central Asia Road Links Program – Sugd Oblast (CARs-2)

Assignment Title: Consulting Services for Preparation of Feasibility Study and Detail Engineering Design, Bidding Documents and Environmental and Social Instruments required by the World Bank Environment and Social Framework (ESF) for the rehabilitation/construction of selected road sections/ structures in Sugd Oblast, GBAO region and Khatlon Oblast.

The Republic of Tajikistan has received a credit/grant from the International Development Association (IDA) toward the cost of the Second Phase of the Central Asia Road Links Program – Sugd Oblast (CARs-2), and intends to apply part of the proceeds for consulting services under the contract for Preparation of Feasibility Study and Detail Engineering Design, Bidding Documents and Environmental and Social Instruments required by the World Bank Environment and Social Framework (ESF). 

The objectives of Consultants’ services is to investigate and determine the technical, economic, environmental and social feasibility of rehabilitating/ constructing several road sections and structures, planned to be financed by the proposed IDA-financed Fourth Phase of the Central Asia Regional Links Program (CARs-4 Project) which has objective to increase regional connectivity in Sugd Oblast and Gorno-Badakshan Autonomous Region (GBAO) and improve opportunities for trade and travel.

More specifically, the consulting services (“the Services”) include preparation of Feasibility Study and Detailed Engineering Designs, preparation of Bidding Documents suitable for international competitive bidding and Environmental and Social Instruments required by the World Bank Environment and Social Framework (ESF) and local legislation for the following sections:

(a)   in Sugd Oblast: Rehabilitation of a 12.2 km road section between Spitamen/Bekabad and Dehmoi and rehabilitation of a 35.9 km road section between Dehmoi and Gafurov; and

(b)   in GBAO region: Construction of a new bridge in Khorog city (length of about 300 meters) and construction of tunnel/avalanche-protection galleries and bridge at Barsem village. 

Additionally, the Services include the preparation of Feasibility Study and Detailed Engineering Designs, preparation of Bidding Documents suitable for international competitive bidding and Environmental and Social Instruments required by the World Bank Environment and Social Framework (ESF) and local legislation for an additional road section in Khatlon region (rehabilitation of a 35km road section between Guliston and Kulob, which is expected to be financed in the next phase of the project. 

The Ministry of Transport of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are:

(i) General Work Experience of the Firm with more than 10 years of relevant recent experience in preparation of Feasibility Studies and Detail Engineering Designs, Bidding Documents and Environmental and Social Documents under projects financed by IFIs;

(ii) Prior recent work experience of similar scope in the Commonwealth of Independent States (CIS) countries, Central Asia or the Republic of Tajikistan;

(iii) A proven track record to apply internationally recognized standards and practices as well as modern technologies in recent assignments of similar scope and nature. 

Anticipated date for commencement of the Services is November 2019 and the tentative duration of the assignment for the Services is about 8 months. 

The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.  

Consultants may submit their EOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.

A consultant will be selected in accordance with the Selection under the Fixed Budget (FBS) set out in the Consultant Guidelines, dated January 2011, revised in July 2014. It is intended that short-listed consultants will be invited to submit their technical and financial proposal as per the Request for Proposal (RFP) document to be issued to them.
