The main objectives of the Consultant: (i) assess the vehicle axle overloading problem in Tajikistan, which includes assisting MOT in conducting sample axle load surveys to provide updated data on the scale of overloading on the road network, analyzing the causes of axle overloading, and recommending on how to address the problem; and (ii) develop of detailed plan for weight and dimension monitoring and control in the Sughd Oblast, including preparation of specifications for purchasing and installing of weight and dimensional control equipment, as well as providing advice on the bidding process. During execution of assignment the international consultant will work jointly with staff of the Ministry of Transport and the PIG of MOT.

The main objective of this activity is to provide guidance to the MOT in all activities related to the introduction of a RAMS. The Consultant through this consultancy will provide support to MOT in: (i) strengthening the RAM Unit in MOT; (ii) identifying the most suitable format for RAMS focusing on its sustainability in future; (iii) detailing a roadmap for the development of a RAMS, including its design, tools, full data collection and its follow up regular data collection, monitoring and evaluation mechanism to ensure that updated and full information is collected locally and stored centrally in RAMS , (iv) supporting the procurement of a RAMS software (road database and evaluation tools), hardware, and equipment if needed; and (iv) evaluating the available road network data to compute monitoring indicators and statistics and perform a macro evaluation of the network to support planning and programming purposes.
