1.The Republic of Tajikistan has applied for financing from the Asian Development Bank (ADB) towards the cost of the Central Asia Regional Economic Cooperation Corridors 2, 5, and 6 (Dushanbe–Kurgonteppa) Road Project. Part of this financing will be used for payments under the Contract named above. 

2.The Ministry of Transport of the Republic of Tajikistan ("the Employer") invites sealed bids from eligible bidders for the construction and completion of the Rehabilitation and Improvement of the Dushanbe–Kurgonteppa Road, from Km 33+475 to Km 73+050, which will be improved to a dual carriageway asphalt concrete paved road. The Works comprise the removal of bituminous pavement layers, partial removal of the granular pavement material from the existing road, execution of earthworks necessary for the construction of the new and rehabilitation of the existing carriageway, construction of side drains, construction of a new 331.6 meter-long bridge over Vakskh River, eight new bridges, one footbridge, two pedestrian crossings, two animal crossings, and rehabilitation of one existing bridge, as well as the construction of new and replacement/extension of existing culverts, construction of retaining walls, road sub-grade, granular sub-base and base course layers, placing asphalt concrete, and provision of road furniture. The construction period of the contract will be 1,095 days.

3.International competitive bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the bidding document.

4.Interested bidders must demonstrate their ability to undertake the above mentioned works and meet the criteria as set out in the bidding documents, which include:

       a. minimum average annual construction turnover of US$ 48 million, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years; 

b. access to, or availability of financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the Subject Contract of US$6,000,000;

c. participation in at least two contracts within the last five (5) years that has been successfully or substantially completed and that is similar to the proposed works, where the value of the Bidder’s participation exceeds US$ 58 million. The similarity of the Bidder’s participation shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements); 

d. experience in the construction of at least two dual carriageway asphalt concrete paved roads not less than 40 km in length, within the last five years;

e. experience in the construction of at least one pre-stressed concrete bridge of a minimum total length of 100m, within the last five years;

f. experience in the repair and rehabilitation of at least one pre-stressed concrete bridge of a minimum total span of 150 m, within the last five years;

g. construction of minimum 50 pieces of cast-in-situ concrete piles of minimum 1.2 m diameter, to a depth of minimum 18 m, in a single contract, within the last five years.

In case of Joint Ventures, the qualification criteria mentioned in (a), (b) and (c) above will be adapted as explained in more detail in the bidding documents.
