1.The Republic of Tajikistan has received financing from the Asian Development Bank (ADB) towards the cost of the Central Asia Regional Economic Cooperation Corridors 3 and 5 Enhancement Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2.The Ministry of Transport of the Republic of Tajikistan ("the Employer") invites sealed bids from eligible Bidders for the rehabilitation and reconstruction of43-kmKangurt – Baljuvon – Khovaling Road (IV category road) and construction of ancillary structures. The Works comprise the removal of existing asphalt pavement layers, earthworks, construction of reinforced concrete ditches, repair or rehabilitation of existing bridges, construction of new culverts and replacement/extension of the existing ones, preparation of the road sub-grade; construction of granular subbase and base course layers, construction of asphalt concrete pavement, and provision of road furniture. The construction period of the contract will be 540 days.

3.International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4.Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Participation in at least one contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 9,40 million.  The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements of the Bidding Document.
  • The bidder must demonstrate soundness of its financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
  • The Bidder should have a minimum average annual construction turnover of USD 15.7 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
  • The Bidder must demonstrate that its financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the Subject Contract of USD 2.6 million.

 This document summarizes only a part of the requirements for information to the potential bidders. Bidders are requested to refer to the biding documents for the full range of criteria prior to submitting a bid. If there are any discrepancies between this Invitation for Bid and the bidding document, the bidding document shall prevail.
