Reconstruction of Kulyab – Kalaykhumb Road Project, Sections A and F

The Government of Tajikistan has applied for financing in the amount of US$ 114.0 millions equivalent from the Arab Coordination Group toward the cost of the Reconstruction of Kulyab – Kalaykhumb Road Project, Section "A" (32 km) and Section "F" (26 km) and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Republic of Tajikistan.

The project will include the following components:

(i)  Civil Works – the proposed sections of the road will be a two-lane highway, subgrade width is 13.0-15.0 m; carriageway width is 8.0 m; shoulders width is 2.0-2.5 m each. Construction one (1) bridge on  Section "A" with a length of approx 42m, as well as three (3) bridges on Section "F" with a length of approx 21m, 24m and 24m. Rehabilitation of two (2) bridges on  Section "A" with a length of approx 33m each. The total length of the road section is 58 km (Section "A" - 32 km and Section "F" - 26 km). Procurement of civil works will be based on International Competitive Bidding Open (ICB Open) with pre-qualification of bidders, i.e. the procurement will be done in two steps: contractors prequalification and then bidding among prequalified contractors.

(ii) Procurement of Road Maintenance Equipment - a number of various of equipment specified by Ministry of Transport will be procured to ensure maintenance of the road and project sustainability. Procurement of Road Maintenance Equipment will be based on International Competitive Bidding Open (ICB Open) with post-qualification of the lowest evaluated bidder.

(iii) Weighing Stations - will include constructing and installing two (2) weighing station in Section "A" and the other in Section "F" to weight local as transit trucks.

(iv) Consultancy Services - involves the review of existing detailed engineering design, preparation of tender documents, tendering process and construction supervision. A consultancy firm will be selected from a short-list of 7 international consultancy firms based on QCBS method.

(v) Project Financial Audit - a certified local auditing firm will be selected from a short list of internationally known local firms based on the method of Least Cost selection, as described in IDB Guidelines for the Use of Consultants, to undertake semi-annual and annual financial audit reports of the project.

Procurement of civil works contracts financed by the Arab Coordination Group will be conducted through  International Competitive Bidding (ICB open) and procurement of RME will be also conducted through International Competitive Bidding (ICB open) procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank and ACG Financing (current edition), and is open to all eligible bidders as defined in the guidelines.

Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Saudi Fund for Development and Kuwait Fund for Arab Economic Development .

Specific procurement notices for contracts to be bid under the Arab Coordination Group’s international competitive bidding (ICB Open)  will be announced, as they become available, in IsDB and Ministry of Transport of the Republic of Tajikistan Websites and in other mass media.

Prequalification of contractors will be required for the following contracts:

Reconstruction of Kulyab – Kalaykhumb Road Project, Section  "A" (Kulyab – Shurabad) and Section "F" (Shkev – Kalaykhumb).
